Cion Corp. is the Building Science/Information Management division of the NORR Group of Companies. As a multi-disciplined consulting firm, Cion’s primary goal is to provide technical services to meet the needs of the property and facility management industry. This Includes retail, multi-residential (condominium), commercial; government and industrial properties. Cion’s core staff comprises a blend of building science, architectural, engineering and information management experts specializing in the inspection and evaluation of buildings and building information systems.

Our leadership team features experts in parking garage and balcony rehabilitation, heritage masonry, roofing, foundation waterproofing, performance audits, reserve fund studies, windows, HVAC, and environmental due diligence.

Evan Shkolnik | President

As President of Cion, Evan is responsible for the strategic direction and operational performance of the company. Evan has leveraged his 25 years’ experience in the facility management / real estate industries to grow Cion into a multi-sector firm with national reach. Evan is currently a Board Member with the Canadian Condominium Institute, Huronia Chapter, and is committed to leading a talented group of engineering and building scientists providing high-level engineering consulting and real estate portfolio management services to clients nationwide.

Kevin Shaw, B.Tech.(Arch.Sc.) | Principal

Kevin was instrumental in launching the Cion Building Science Group and continues to be responsible for all operational aspects of the firm’s building science team. With over 25 years of experience in building evaluation and rehabilitation, Kevin is a recognized expert in: building envelope, failure investigations pertaining to the building envelope and structural components of buildings, design and project management of building rehabilitation projects, accessibility audits, performance audits and reserve fund studies. Kevin is on the Board of Directors for the Canadian Condominium Institute (CCI), Golden Horseshoe Chapter, and is actively involved in the advancement and education of the condominium industry.

Chris Doucette | Principal

As Principal of National Accounts, Chris oversees new business opportunities, along with all project deliverables. He is a driven, strategic executive who thrives on customizing client solutions in asset management within the building science sector. He takes highly innovative approaches to asset management, utilizing methods to ensure his clients will receive excellent, efficient service. Chris has an accomplished career track record and is known throughout the industry for delivering and sustaining revenue and profit gains within highly competitive North American commercial and industrial markets. Chris has a proven record of searching out innovative, profitable solutions in challenging environments and leveraging strategies to realize superior results and consistent growth. He believes in partnering with the best in the industry to ensure exceptional quality within building science sector, proactive strategies, and program implementation for all his clients.

Paul Frasie P. Eng., ASHRAE | Director, Operations, Engineering

Paul is a big picture thinker who approaches every project in a holistic manner to meet sustainable performance objectives. As a founding member of the Sustainability Team, Paul is instrumental in identifying and implementing new technologies across building sciences, mechanical, electrical and structural engineering to manage system design. He is actively working on carbon neutral retrofit projects, where targeted strategies result in measurable reductions in energy consumption, carbon and greenhouse gas emissions. With more than 25 years of experience, Paul leads project teams across multiple sectors including multi-residential, condos, commercial and public buildings.
